If you do it right - trust me, it's not easy to wake up that early in the morning and drink that much salt water in such a short space of time!! - then you will be likely to lose a couple of pounds because waste materials will be expelled from your system, but it's purpose is not to help you lose weight or help with constipation.
The purpose of a salt water cleanse is similar to an enema, it cleans out the intestinal tract, flushing out waste material/old food and toxins, only it is carried out from the opposite end of your digestive system (i.e. your mouth) rather than cleaning you out from your bottom - basically this means it cleans out the whole system rather than just the colon, it's for flushing your system prior to a detox.
If you want to lose weight then you need to adopt a healthy lifestyle, eating sensibly (reducing calorie and fat intake for example) and exercising more - it's a long-term goal, it's not something you can do quickly by using something one-off like this. If you're constipated then you need to address your diet too, you would only be constipated all the time because of the foods you are eating, you should be eating more fruits, vegetables, and grains, also exercise helps with constipation too.
