When exposed to ionizing radiation i.e Gamma Ray and Neutron; How long / how much is considered the safe limit?
It depends on the rate of exposure, to determine the maximum exposure time.
If you turn on a geiger counter, you will hear a clicks that average a few seconds apart. Each click is an alpha, beta or gamma particle or ray passing through the detector. This shows how radiation is flowing through us all day long. It's safe because the rate is very low, and our bodies can handle that low level.
By the way, the radiation level is higher in high-altitude cities like Denver Colorado (since the thin atmosphere there screens out less radiation from space), but people there are no sicker than people at sea level (where the atmosphere is thicker). However, people exposed to extremely high radiation levels at Chernobyl died quickly.
