Possible misinformation in articles about hirsutism?

Some claim that hirsutism caused by androgen excess (due to PCOS or steroids) is irreversible in women even if they reduce their androgen levels via hormone therapy, but also say that taking estrogen or androgen-inhibitors causes reduced beard growth & reduced overall body hair in men.

Well? How does that work? How come men (who have higher testosterone levels than women with PCOS) can get reduced body hair with a manipulation of their sex hormone levels, but women can't?

It's misinformation. Hirsutism in women with PCOS can be reduced through treatment with drugs such as spironalactone.
